Principal job in Federal Public Service Commission


Federal Public Service Commission

The Public Service Commission was set up for the first time in British India in
1926. After independence, the Commission was established in Pakistan in 1947
under the provision of Government of India Act, 1935. At present, the
commission is functioning under article 242of the constitution of Islamic Republic
of Pakistan. It has been provided autonomy under the Rules of Business, 1973
and FPSC Regulations, 1978 in its working. The Commission has also been
given administrative as well as, to some extent, financial autonomy to perform its
functions independently.
The Commission consists of a Chairman and Members. The Chairman is
appointed by the President of Islamic republic of Pakistan, in his discretion,
under Article 242 (IA) of the Constitution of Islamic Republic of Pakistan, 1973.
The members are appointed by the President on the advice of the Prime Minister
of Pakistan. The Commission is assisted by the Secretary who provides a link
among the Commission, its Secretariat and the Government Agencies.
The term of the office of members is as follow:
1) A Member of the Commission shall hold office for a fixed term from the date
on which he enters upon office and shall not be eligible for re-appointment.
2) A Member may resign his office by writing under his hand addressed to the
President.
PROTECTION OF SERVICE OF THE COMMISSION
The Commission may work without the interference of the Government or any
other pressure, as Member of the Commission cannot be removed from his
office without the advice of the Supreme Judicial Council of Pakistan, which
consists of ;
i) Chief Justice Of Pakistan
ii) Two next most senior Judges of the Supreme Court of Pakistan
iii) Two senior most Chief Justice of High court, (Section 6 of FPSC Ordinance,
1977 & article 209 of the Constitution).
In view of above protection a Member of the Commission can, therefore, work
without any pressure.
COMPOSITION OF THE COMMISSION
The Commission consists of a Chairman and the Members. The Chairman is
appointed by the President of Islamic republic of Pakistan, in his discretion,
under Article 242 (IA) of the Constitution of Islamic Republic of Pakistan, 1973.
The members are appointed by the President on the advice of the Prime Minister
of Pakistan. The Commission is assisted by the Secretary who provides a link

among the Commission, its Secretariat and the Government Agencies.

Foji Fertilizer Company

With a vision to acquire self - sufficiency in fertilizer production in the country, FFC was incorporated in 1978 as a private limited company. This was a joint venture between Fauji Foundation and Haldor Topsoe A/S.
The initial share capital of the company was 813.9 Million Rupees. The present share capital of the company stands above Rs. 8.48 Billion. Additionally, FFC has more than Rs. 8.3 Billion as long term investments which include stakes in the subsidiaries FFBL, FFCEL and associate FCCL.
FFC commenced commercial production of urea in 1982.
FFC participated as a major shareholder in a new DAP/Urea manufacturing complex with participation of major international/national institutions. The new company Fauji Fertilizer Bin Qasim Limited (formerly FFC-Jordan Fertilizer Company Limited) commenced commercial production with effect from January 01, 2000. The facility is designed with an annual capacity of 551,000 metric tons of urea and 445,500 metric tons of DAP, revamped to 670,000 metric tons of DAP.

Introduction of Federal Service Tribunal




The Federal Service Tribunal was established by the Federal Government in pursuance of Article 212 of Constitution of Islamic Republic of Pakistan, 1973. The mandate given to it, under the Constitution as well as the Service Tribunal Act 1973, is to adjudicate upon all the matters relating to terms and conditions of service of Civil Servants.
          The Honourable Supreme Court of Pakistan passed a judgment in Constitution Petition No.53/2007 wherein the Apex Court observed that the Service Tribunal performs “Judicial functions” in exercise of “Judicial Powers” conferred upon it by the legislature and, therefore, enjoys status of a Court. Thus, the Federal Service Tribunal has to be equated with High Court of a Province.

The Tribunal has been providing inexpensive justice to the civil servants, ever since its establishment in 1974, the Federal Service Tribunal is also responsible to ensure inexpensive and expeditious justice to the civil servants in accordance with article 37 (d) of the Constitution of Pakistan, 1973.

          No fee is charged from the Appellants/ Civil Servants for filing appeals or other documents etc. The Civil Servants are required to deposit only a meager amount of Rs.100/- post admission of their cases as Cash Security and that amount, too, is refundable to them after the final disposal of their appeals. Judgments are, also provided to the appellants free of the cost at their residential/ official addresses, by registered post at Government expense.

          The appellants are entitled to argue their cases themselves without spending any amount on hiring services of any advocate. In fact the appellants are not supposed to spend any amount for filing appeals before the Tribunal and get their decisions.

          As far as the expeditious Justice is concerned, almost five benches are working in the Federal Service Tribunal, Islamabad and Camp Offices, Lahore and Karachi to ensure speedy disposal of the appeals.

ABOUT National Accountability Bureau

The National Accountability Bureau is Pakistan's apex anti-corruption organization. It is charged with the responsibility of elimination of corruption through a holistic approach of awareness, prevention and enforcement. It operates under the National Accountability Ordinance-1999. With its headquarter at Islamabad, it has seven regional offices at Karachi, Lahore, Peshawar, Quetta, Rawalpindi, Multan and Sukkur. It takes cognizance of all offences falling within the National Accountability Ordinance (NAO).
For the initial three years, the focus of its functions was directed only at detection, investigation and prosecution of white-collar crime. Those prosecuted include politicians, public service officials and other citizens who were either guilty of gross abuse of powers, or through corruption had deprived the national exchequer of millions or resorted to other corrupt practices. In February 2002, NAB launched the National Anticorruption Strategy (NACS) project. The NACS team conducted broad based surveys, studied external models of international anti-corruption agencies and involved local stakeholder. All pillars of National Integrity System were studied in detail. After identifying the causes of corruption in each pillar, a comprehensive strategy and a detail action plan was recommended. Breaking away from traditional enforcement based routines NACS has recommended a comprehensive process. Relevant amendments have been made in NAO and now NAB is empowered to undertake prevention and awareness in addition to its enforcement functions.
